The Lockheed Martin F-35 Lightning Ⅱ Joint Strike Fighter is still at "substantial risk" of not achieving full combat capability by the end of its development in 2018, according to the US Department of Defense's (DoD's) chief weapons tester. "In fact, the programme is actually not on a path towards success, but instead on a path towards failing to deliver the full Block 3F [software] capabilities, for which the department is paying almost USD400 billion by the scheduled end of system development and demonstration [SDD] in 2018," Michael Gilmore, the DoD's director of operational testing and evaluation (DOT&E), said in a 9 August memo viewed by IHS Jane's. Block 3F is the final instalment of software that is expected to provide full combat capability.
