Several of US defence secretary Ashton Carter's signature policies that are just beginning to take hold, wrapped under the title of the Third Offset Strategy, face an uncertain future as President-elect Donald Trump begins to form his national security team. The Third Offset is loosely defined as an overarching innovation push by the Pentagon, its nomenclature a reference to two previous technology pushes designed to compensate for the Soviet Union's superior force numbers. The first two offsets focused on ways of developing technology that could be used in conflict short of large nuclear weapons: tactical nuclear weapons first and later precision munitions and networking capabilities with conventional weapons.
