White ministers have stated that the SAP will be protected from the reduction in the 2015 budget, a number of government officials have suggested recently that revisions are being made to it. While the planned state defence order for 2015 may therefore go ahead as planned, the wider SAP - which extends to 2025 - may be adjusted downward in the longer term as a result of Moscow's fiscal consolidation efforts. Despite the cut to the planned level of expenditure, 2015 will represent the fifth consecutive year of double-digit increases in the Russian defence budget. Since 2010 growth has averaged 18.0% a year in nominal terms and spending has increased from 2.8% of GDP at that time to an expected level of 4.0% in 2015. Military spending has also increased markedly as a share of the total state budget, rising from 12.6% of spending in 2010 to 19.4% in 2014. Longer-term spending plans have also undergone downward revisions since the release of the draft budget for 2015-17 in July 2014, At that time defence spending had been expected to reach RUB3,748.2 billion by 2017:13.6% higher than the budget level approved in December 2014.
