The Pentagon is preparing on 2 February to deliver a fiscal year 2016 (FY 2016) budget above congres-sionally mandated budget caps in the last year of flat scheduled spending before the limit increases, according to sources. The budget, expected to be near the Department of Defense's (DoD's) previous plan of USD535 billion for the base budget, continues the Pentagon's push for Congress to change the law and give the agency more money amid increasing US military activity in the Middle East against the Islamic State and in Europe to counter aggressive moves by Russia. Beyond the base budget, the Pentagon is expected to request approximately USD50 billion for Overseas Contingency Operations (OCO) funding: well over the USD30 billion the agency had put in its base budget projections as a placeholder last year. The increase is due to growing operations against the Islamic State and expectations that continued support in Afghanistan will be more costly than previously thought.
