All options, including selective arms transfers, should be in the West's toolbox for reinforcing the Ukrainian military, according to top NATO and European Union military officials, who say Kiev needs new capabilities to counter the increasingly well-armed, Russian-backed rebel forces. "The starting point for us is the fact that the quality of armaments and the ability to rotate its military personnel on the Ukrainian side are decreasing while these are growing on the rebels' side," Lieutenant General Wolfgang Wosolsobe, director-general of the EU Military Staff (EUMS), said on 24 March.
