The PLA has traditionally been army-centric and defence-oriented. The reorganisation of MRs and the establishment of joint commands for China's near seas suggests that such reforms are intended to optimise the role of the PLA Navy, which would have a central role in any maritime incidents, such as one involving the Senkaku/Diaoyu islands that are owned by Japan but claimed by China and Taiwan.
