摘要

Japan's cabinet has approved guidelines that abolish the long-standing and broad restrictions banning exports of locally made military equipment and technologies. The so-called "three principles on arms transfers" were approved on 1 April and replace the "three principles on arms exports" that were introduced in 1967 and expanded upon a decade later to ban all military exports. The new guidelines state that Japan will continue to embrace its philoso- phy as a "peace-loving nation" that abides by the UN Charter. Accordingly, Japan will continue to prohibit military exports to countries involved in conflict, or those that violate UN resolutions and are subject to UN embargoes.
