The Nigerian military's heavy-handed counter-insurgency practices are restricting the amount of support the United States can provide to it, according to Alice Friend, the Department of Defense's (DoD's) principal director for African affairs. In testimony to a Senate subcommittee on 15 May, Friend also outlined the parlous state of the Nigerian military, saying systemic corruption has rendered it incapable of effective operations against Boko Haram.
