Significantly more progress could be made against narcotics trafficking from Latin America, but the US military lacks the surface ships to bolster interdictions and may soon have even fewer, according to the head of US Southern Command (SOUTHCOM). "Given the ISR [intelligence, surveillance, and reconnaissance] assets and the surface assets, more takes more [drugs] off the market; less takes less off the market," US Marine Corps General John Kelly, SOUTHCOM commander, told Congress on 19 March.
