UK defence acquisition is heading towards two major changes under procurement reforms set out on 10 June by Defence Secretary Philip Hammond. The reforms, contained in the government White Paper 'Better Defence Acquisition: Improving how we procure and support defence equipment', will see the core of the existing Defence Equipment and Support (DE&S) organisation replaced with a new private-sector-run government-owned contractor operated (GOCO) company and the introduction of a new regulatory framework for single-source procurement. A 12-month study period into the GOCO model was announced on 25 April this year.
