While the military reform process remains unfinished it is impossible to know exactly what Libya will decide it needs in the future. However, there are some areas of capability that would appear to be a priority. AIR Aircraft-fixed wing Before the Libyan civil war of 2011, it was estimated by IHS Jane's that the Libyan Air Force had requirements worth a potential USD4 billion in the 2007-17 period. Since the war and the destruction of many aircraft, this estimate requires revision. Whereas Libya had been looking to modernise its air arm, it now needs to rebuild it virtually from scratch.
