The number of offset contracts subject to penalties is indicative of the restrictive nature of the Indian offset policy, which in the past has been severely criticised for its limited flexibility with regard to, for example, the selection of offset partners in India, its traditional acceptance of only direct offset proposals, and its lack of recognition of multipliers. While the offset policy has been regularly updated in an effort to increase flexibility - for instance, in 2012 India allowed for the first time a contractor to discharge offset through a semi-direct route - progress has been hampered by continuing confusion over the policy, high levels of bureaucracy and stalled or cancelled contracts.
