The Pentagon's Defense Contract Management Agency (DCMA) has informed United Technologies Corp's Pratt & Whitney engine manufacturing unit that the US government will withhold a 5% penalty -the maximum possible - on all of its billings for the next three lots of F135 engines, as well as for a US Navy programme aimed at finding fuel-burn savings for the Lockheed Martin F-35 Lightning Ⅱ Joint Strike Fighter's power plant. A recent audit by DCMA inspectors found inadequate compliance in four of 32 Earned Value Management System guidelines, which are used to track cost and schedule performance, company spokesman Matthew Bates said on 8 October. The Pentagon informed Pratt & Whitney of the penalty on 30 September, he said.
