The NATO-Russia dialogue to establish a joint approach to ballistic missile defence (BMD) has completely stalled, according to NATO and Rus-sian officials. Without a turnaround in US-Russia bilateral viewpoints on two conditions critical for Moscow's MD co-operation there is no prospect for progress, they added. "I have to say that 2013 has been a frustrating year. NATO-Russia co-operation on missile defence is not moving forward," Roberto Zadra, head of the Bal-listic Missile Defence section within NATO's Defence Invest-ment Division, told the Euro-pean Parliament's Defence and Security subcommittee on 27 November.
