In March 2011 UK warplanners wrote that the focus on the war in Afghanistan had made it difficult for the UK Royal Navy (RN) "to gain traction for procuring unmanned aircraft to fill maritime surveillance gaps". In a paper titled 'The UK Approach to Unmanned Aircraft Systems [UASs]', officials at the Ministry of Defence's (MoD's) Development, Concepts and Doctrine Centre admitted there was also no funding for a maritime UAS.
