Australia's Department of Defence (DoD) is caught in a cycle of reforms that is adding further complexity to an already complicated and confused procurement process, a parliamentary committee has found. In a preliminary report into defence procurement released on 16 December, the Senate foreign affairs and defence committee said government and the DoD must stop heralding reviews as a solution and accept them as a symptom of deep-seated problems. The report referred to a "convoluted process overburdened by administration" and noted that information provided by the DoD and the Defence Materiel Organisation "did not help to bring clarity and certainty to the process or the roles of those responsible for it".
