The defence industrial legacy of the Soviet era brought substantial benefits to Ukraine, which retains a strong profile as a military materiel exporter thanks to the intellectual property and production facilities left behind. However, efforts by Ukraine to build on this legacy have been lacklustre, largely as a result of limited funds. Exports alone have sustained Ukraine's industrial base in recent years due to poor domestic orders and minimal product investment that have resulted from wider funding challenges. The annual value of exported Ukrainian military products and services has averaged USD400 million a year since 2007 and reached a claimed high of USD 1 billion in 2010.
