The EU should strengthen its operational headquarters (HQ) and consider new cost arrangements to help its multinational battlegroups deploy when needed, according to Roberto Gualtieri, a leading member of the European Parliament's Subcommittee on Security and Defence. Gualtieri, an Italian Social Democrat Member of the European Parliament (MEP), said on 1 February that boosting the HQ is a key priority for the EU's Common Foreign and Security Policy (CFSP). "There is still considerable work to do here before we have a fully operational HQ, including its civilian elements," he said, referring to the Lisbon Treaty's requirement for stronger civil/military/humanitarian-assistance planning for EU security missions, known as the comprehensive approach.
