India's INR18 billion (USD400 million) indigenous airborne early warning and control (AEW&C) programme has been delayed by over three years to 2013-14 following technological problems faced by the state-run Defence Research and Development Organisation (DRDO) in developing its phased-array radar. In September 2004 the Cabinet Committee on Security (CCS), headed by Prime Minister Manmo-han Singh, set the DRDO's Centre for Airborne Systems (CABS) a 2011 deadline to mount its radar atop three Embraer EMB-145 jets. The jets were acquired from Brazil for USD210 million in 2008.
