The effectiveness of the private finance initiative (PFI) as a procurement model that delivers true value for money continues to be the topic of much debate since its introduction to the UK under John Major's Conservative government in the 1990s. This is particularly so in the defence sector, where an alarming number of high-profile PFI programmes have suffered long delays, spiralling costs and cancellations. PFIs - the most common form of public-private partnerships (PPPs) - are long-term contracts established between public authorities and private-sector companies, such as the Ministry of Defence (MoD) and defence contractors, with project funding raised by the companies. Typically, the private sector becomes responsible for the initial design, construction, operation and maintenance of the project, providing incentives for low-cost construction and minimum life-cycle costs. As a result, project risks are transferred to the private sector, which include reducing cost overruns and delays during construction.
