India's Public Accounts Committee (PAC) has criticised the Ministry of Defence (MoD) for offering "lame excuses" for the three-year delay in finalising the contract to locally build six French-designed Scorpene die-sel-electric submarines (SSK). The delay has cost INR28 billion (USD622 million). In a report presented to Parliament on 24 February, the 22-member PAC told the MoD to determine the reasons for the financial loss and to recover the deficit accrued due to delays in the submarines' construction and induction.
