Chinese naval operations have been less aggressive in 2011 than in 2010, the head of US Pacific Command told the US Congress on 12 April. Admiral Robert Willard told the Senate Armed Services Committee that while "China's recent official statements and actions in what Beijing calls its 'near seas' represent a direct challenge to accepted interpretations of international law and established international norms", the People's Liberation Army Navy (PLAN) had been less "assertive" in the area in 2011.
