NATO's European allies must finally "step up to the plate" of higher defence spending or suffer the consequences of declining US support for the alliance, outgoing US Secretary of Defense Robert Gates has warned. Washington's strategic priorities could shift to other parts in the world in the absence of increased European investment, Gates said. "We are a two-tiered alliance split into those who invest [in defence capabilities] and those who don't. This is a reality," he said during a 10 June address organised by the Security and Defence Agenda: a debate platform in Brussels. "For all but a handful of allies, defence budgets have been starved for a long time, with the shortfalls in capability compounding each year."
