NATO's official deadline of June 2012 for fusing its 14 various agencies into three umbrella organisations to boost efficiency and lower costs is unrealistic and will probably slip to the end of that year, NATO sources have told Jane's. "The good news is that we have a plan, but there is clear recognition that it will take a major push to get it through," an allied diplomat said on 11 August. "The [28 NATO] nations still have a lot of [influence] on this, and there are half a dozen thresholds that still have to be crossed, each of which requires a decision by the NAC [the North Atlantic Council] . There are a lot of layers of the onion that have to be peeled back."
