Foreign Military Financing (FMF) refers to congressionally appropriated grants or loans awarded to foreign governments to finance the acquisition of US-produced weapons, services and training.rnFMF is allocated within the International Affairs budget and, together with International Military Education and Training (IMET) and Peacekeeping Operations (PKO) funding, forms part of US International Security Assistance.
