A new study funded by the US Department of Defense (DoD) has concluded that, seven years into a 'global war' on Islamic terrorism, the United States is still ill equipped to fight insurgencies. The report - prepared by the RAND National Defense Research Institute, a federally funded centre - comes amid renewed debate within the US government and among NATO member states over the proper approach to counter-insurgency (COIN) operations in Iraq and Afghanistan.
