Japan's Basic Space Law (BSL) passed the country's Upper House on 21 May, clearing the last hurdle before the law can be enacted. The BSL will allow the Japan Self-Defence Force (JSDF) to possess and operate high-resolution reconnaissance and early-warning satellites. The BSL's other purpose is the restructuring of national space research and development, which the government wants to make more efficient and place on more of a commercial footing. Responsibility for space development policy is to be shifted from the Ministry of Education, Culture, Sports, Science and Technology to the Ministry of Economy, Trade and Industry. A new Space Strategic Headquarters (SSH) will be set up and a minister for space development appointed to direct it. A Space Bureau will also be formed in the Cabinet office.
