Sudan's President, Omar Al-Bashir, on 14 July became the first sitting head of state to face charges at the International Criminal Court (ICC) for what prosecutor Luis Moreno-Ocampo called his "criminal responsibility" for crimes including genocide, crimes against humanity and war crimes committed in Darlur. Speaking from the tribunal's headquarters in The Hague, Moreno-Ocampo announced his intention to seek an international arrest warrant for Al-Bashir as commander in chief of Sudan's armed forces for having "masterminded and implemented a plan to destroy in substantial part the Fur, Masalit and Zaghawa groups on account of their ethnicity", according to a statement from the prosecutor's office.
