Military modernisation has been a core element of China's remarkable development. Trefor Moss addresses the growing international unease as to how this new superpower will make its presence felt on the geopolitical stage. If "all warfare is based on deception", as Sun Tzu says in the Art of War, then China's coming of age as a military power might be something for the world to worry about. For openly, at least, China's intentions are completely benign. The government's latest Defence White Paper - published approachably in English - opens with the words "to uphold world peace" followed by a promise not to '"engage in any arms race or pose a military threat to any other country". The old formula describing China's 'peaceful rise' has been dropped for the even softer-edged 'peaceful development' in the official rhetoric. And the last Chinese war. fought against Vietnam in 1979, is now as distant a memory as Mao's disturbing Marxist dreams of exporting revolution.
