North Korea plans to restart nuclear facility, IAEA confirms

North Korea intends to reintroduce nuclear material to its reprocessing facility at Yongbyon within a matter of days, the International Atomic Energy Agency (IAEA) has revealed. IAEA spokesperson Melissa Fleming confirmed on 24 Septemberthat "there are no more IAEA seals and surveillance equipment in place at the reprocessing facility" after Pyongyang asked the agency to remove them. The IAEA's monitors have now been barred from the facility. North Korea had complained in August that the United States was yet to remove it from the list of states sponsoring terror orto provide it with any of the economic benefits outlined in the six-party talks, the process aimed at ending North Korea's nuclear programme. Pyongyang began decommissioning Yongbyon in November 2007 and, as agreed during the six-party talks, handed over a partial declaration of its nuclear activities to China in June.
