Following the unveiling of an ambitious naval modernisation programme, Mexican Minister of Defence General Guillermo Galvan Galvan has announced plans for major new investment in the forces under his command. With nearly 200,000 personnel, the National Defence Secretariat (SEDENA) is by far the larger of Mexico's two military ministries (the other being the Navy Secretariat, or SEMAR), but obsolescence and attrition have limited the operational capabilities of Mexico's air and land forces. Likewise, the extended use of army troops in what has become a declared war against organised crime is quickly wearing down equipment.
