Three years on from the fall of the Ba'ath regime, Tim Ripley reviews the progress made on building the country's new security forces. The daily toll of civilian casualties in insurgent attacks, kidnappings and other acts of random violence is grim testimony to Iraq's continuing security crisis. Reliable figures for civilian casualties are difficult to verify, but a number of sources suggest that, as Jane's went to press, up to 42,890 civilians have died since the fall of President Saddam Hussein's government in April 2003. The first half of 2006 has been particularly bloody with 6,000 people killed in Baghdad alone. On top of that, over the past three years more than 2,500 US armed forces personnel have lost their lives, and almost 18,000 US service personnel have been wounded.
