Following the phasing out of conscription in 2001, France's new professional armed forces have been put to the test in peacekeeping or stabilisation opera-tions in Africa, Asia and Europe. "Our armed forces have proved particularly skilful in crisis management," says Chief of Defence Staff General Henri Bentegeat. "The inter-operability of French forces with European Union or NATO troops in multinational missions has greatly increased as well." However, he cautions that France's aptitude in reacting and adapting to crises should not overshadow "the fact that the true effectiveness of a profes-sional army is measured by its pace of engagement, mission preparation and best use of resources" - a message that could apply to any career army in the world.
