The US Department of Defense (DoD) has finalised plans at the behest of Congress to incorporate operational realism in its missile defence testing later this year. The move is intended to address the lingering criticism from some senior lawmakers that tests of the now-fielded Ballistic Missile Defense System (BMDS) to date have been too scripted to gauge its effectiveness properly. The Missile Defense Agency (MDA), working together with the DoD's independent Operational Test and Evaluation office, signed a document on 7 April that finalises the criteria for incorporating operational realism into BMDS developmental intercept tests, JDW understands. The two offices also completed a test and evaluation master plan recently that covers tests from 2007.
