The proposed US Department of Defense (DoD) budget for Fiscal Year 2005 (FY05) amounts to $401.7 billion: an increase of $26 billion, or 7 %, over last year when congressionally mandated changes are factored in. Yet military personnel, operations and maintenance outlays account for most of the growth, with procurement roughly the same at $74.9 billion and research-and-development activities, at $68.9 billion, about $4.6 billion more than in 2004.
