US President George Bush has proposed merging the agencies responsible for domestic security into one Department of Homeland Security. The US Department of Defense (DoD) remains largely outside this civilian enterprise, but is considering how its assets can best support the new department. A central question at the DoD is whether to dedicate personnel full-time to preparing for homeland operations, and how many troops are required for that responsibility. US Defense Secretary Donald Rumsfeld and his staff have been pushing the idea of standing joint task forces for the armed forces and civilian leaders are warming to the proposal of applying this idea to homeland security, according to defence officials. One idea is to establish planning cells responsible for different regions in the USA.
