In a change widely welcomed by defence industry executives, the UK Ministry of Defence (MoD) has announced new procurement guidelines that clarify existing policies and make explicit the weight of preserving the UK defence industrial base in competitions. The MoD will assess the value in jobs, technology and industrial issues in judging future competitions, although the key issue will be where the work is performed and not the ownership of the company, said UK Secretary of State for Defence Geoffrey Hoon, speaking at the Jane's Economist Defence Industry Conference on 14 October. The new strategy published on 14 October is the result of an 18-month study conducted in conjunction with the Department of Trade and Industry. The document sets out three key goals for the policy, which is to be reviewed after one year. Hoon said that these three priorities are: best value for money in acquisition over the long term; improved access to export markets; and greater investment in defence research and technology.
