The UK MoD has been a trend-setter in "commercialising" its defence market. The policy has been quite successful... so far. "Best value for money" has been the motto of the British Ministry of Defence for the last decade. The UK government has done all it can to get more out of its procurement budget — the largest in Europe, but still relatively small when compared with the worldwide strategic ambitions of Great Britain. As part of this effort, the MoD started to explore innovative financing methods, such as the Private Public Initiative (PPI) and to open the British defence market to international competition. Until very recently, the Labour government of Tony Blair had shown great confidence in a policy that not only made it possible to maintain the capabilities of British forces, but also was leading major foreign defence companies to invest heavily in the United Kingdom. However, today, the system seems to have reached its limits. On 26 August, Lord Drayson, minister for armament, announced"a new defence industrial strategy" that will aim at keeping control of key industrial and technological capabilities in Britain.
