According to senior US defence officials, Iraq has "attempted unique indigenous efforts" to maintain and upgrade its air defences since the 1990-91 Gulf War. Baghdad has utilised "substantial stocks" of equipment accumulated during the 1980-88 Iran-Iraq war, the official explained, but now is attempting "to modify ground forces equipment to augment its dwindling air-defence equipment". Iraq was estimated to have about 20-25 SA-3 (NATO reporting name: 'Goa') and 10 SA-6 ('Gainful') surface-to-air (SAM) batteries at the end of last year, an informed source told Jane's Defence Weekly. Baghdad has been using P-14 'Tall King' VHF band and Thomson-CSF Volex III E/F band long-range surveillance radars, which can 'see' into both the northern and southern no-fly zones, to target aircraft in an attempt to prevent the SAM batteries' own radars from being struck by allied High-speed Anti-Radiation Missiles. While the origin of Iraq's Volex IIIs remains unknown, Baghdad is known to have produced Thomson-CSF radars under licence before the Iran-Iraq war.
