Changes in operational requirements, a smaller industrial base and the need to maintain competitive industries is driving the implementation of reforms in US export control and procurement systems, according to Jeffrey Bialos, deputy undersecretary of defence for industrial affairs. Bialos told Jane's Defence Weekly that changes are being forced by a new political situation where "we have a whole series of asymmetric threats rather than the threat of the Red Army marching through Central Europe [and] in that context the range of threats are diverse but technology really matters.
