Hans von Sponeck, the former UN humanitarian co-ordinator for Iraq, claimed on 24 April that international sanctions against Iraq and Yugoslavia have made both countries "terminal cases". Von Sponeck, who rose to assistant secretary-general during his 32-year career at the UN, resigned on 31 March, alleging that UN sanctions against Iraq were causing huge suffering among ordinary people and not achieving their goal of reforming the regime. He said he believed the sanctions against Iraq were in direct conflict with the UN Charter and other international accords.
