Australian Chief of Navy Vice Adm David Shackleton believes that one of the principal challenges facing the Australian government is the country's changing geo-strate-gic environment. "The government will obviously think very hard about the regional circumstances in which we find ourselves now. We've had problems in the Solomons, Fiji, the ongoing issues in Bougainville and, obviously East Timor," says Adm Shackleton. "Our circumstances aren't as clear and as perhaps potentially peaceful as we might have thought they were in the past. All of that means that the government has got some big issues to consider. While my comments do not presuppose the outcomes of the white paper, these issues are currently being addressed as part of that process."
