China's new White Paper - published by the State Council on 24 July and entitled 'China's National Defense in the New Era' - says the country has made "great progress" towards achieving modern warfare capabilities but remains technologically inferior to some of its rivals. As in previous Chinese military documents the White Paper references modern warfare capabilities with the term "Revolution in Military Affairs (RMA) with Chinese characteristics". This is understood to mean China's transition from a motorised to a mechanised force and subsequent progress towards "informationisation" or expansive network-centric warfare capabilities.
