Russia's Finance Ministry has proposed cutting the country's State Armament Programme (SAP) by 5% in the period 2021-23 in response to the severe downturn in the economy. The annual disbursements of funds from the budget for the 10-year SAP, which were approved by President Vladimir Putin two years ago, are classified, with only the overall total disclosed. The Defence Ministry previously said that the state arms programme for 2018-2027 would require RUB20,000 billion (around USD280 billion) of which RUB19.000 billion was for procurement, repairs, and research and development, while RU B1,000 billion was for the construction of related infrastructure.
