HHIC is one of three naval shipbuilders in South Korea going through a change of ownership. All three firms are currently owned by the government's KDB, which has assumed control of the companies following years of financial losses. All three shipbuilders have also undergone extensive restructuring and have sold off non-core assets. In late November 2020 the KDB said it had selected a partnership of local investment companies as prime bidder for STX Offshore & Shipbuilding. In January 2018 STX, which is wholly owned by the KDB, delivered to the RoK Navy the service's 18th and final Gumdoksuri (PKG-A)-class fast patrol ship. STX shared construction on the programme with other South Korean shipyards. In 2019 the KDB also agreed to sell its controlling 55.7% stake in submarine and surface combatant constructor Daewoo Shipbuilding & Marine Engineering (DSME) to rival shipyard Hyundai Heavy Industries (HHI). Once finalised, HHI's acquisition of DSME will merge the country's two biggest naval shipyards to provide estimated combined defence-related revenues of nearly USD2 billion.
