The mandate of Somalia's UN-backed Transitional Federal Government (TFG), first established in Nairobi in January 2004, is due to expire on 20 August. Despite the proximity of this deadline, what and who will succeed it remains unclear because the TFG and its international backers have failed to agree on the way forward. On 3 February 2011, Somalia's Transitional Federal Parliament unconstitutionally renewed its own mandate by three years and the TFG's cabinet followed suit on 28 March 2011, extending its term by one year. These announcements came despite the fact that on 26 January 2011, Augustine Mahiga, the UN secretary-general's special representative for Somalia, had ruled out UN support for any extension. The reluctance to renew the TFG's mandate reflects the frustration of the UN and Western financial backers with the TFG's failure to implement any of the tasks required for a post-transitional government such as ratifying the constitution, conducting a census and holding elections.
