Despite measures agreed to improve the security situation in Ukraine's eastern Donbas region at the December 2019 'Normandy Four' summit, fighting continues between pro-Russia separatist militants and government forces. 2. In January 2020, Ukraine proposed three areas for disengagement which, if implemented, could pave the way for increased engagement between the Russian and Ukrainian governments. 3. Although President VolodymyrZelenskyi promised during the 2019 election to end the war in Donbas, the conflict is likely to continue in its current state with a lesser risk of escalation.
