The Hong Kong SAR National Security Law (NSL) came into effect in Hong Kong at 2300 h local time on 30 June, shortly before the full text of the legislation was publicly released. The first arrest under the NSL was made the following day during pro-democracy protests. On 28 May, China's National People's Congress (NPC) had approved the bypassing of Hong Kong's legislature to enact the law. Under the legislation, an agency comprising officers from mainland China will be formed to "guide" the law's implementation under security chief Zheng Yanxiong. Officers from the mainland will be immune from local law under the legislation.
