Nato Seeks More Than A Quick Fix To Its Rapid-reaction Command Structure

NATO's goal of moving away from its geographically oriented Cold War command structure to one that is lighter, more flexible and more responsive to international crises has been, at best, limited and slow-going and, at worst, fiercely resisted by national militaries fearful of losing jobs and relevance. A new reform strategy based on rapidly detachable joint staff assets from existing headquarters (HQ) now awaits the allies' political approval. But it will cost money - lots of it - to pay for full-strength deployable com-mand-and-control (C2) capabilities. The new command structure for allied operations is based on a 2004 decision by the North Atlantic Council (NAC), NATO's highest political authority. It requires the 26 militaries to be able to launch and sustain two major, simultaneous joint operations and six smaller ones, whether for expeditionary missions or for collective defence across or near NATO's territory. This is the alliance's third attempt since the fall of the Berlin Wall in 1989 to accelerate the ability of the 26 allies to generate and deploy assets rapidly.
