China's rejection of the July 2016 findings of the international Permanent Court of Arbitration (PCA) on its maritime territorial claims in the South China Sea might make it appear that, when it comes down to it, the law does not really matter much in naval affairs when compared, for example, to achieving technological superiority at sea or maintaining sufficient budgetary resources. Naval practice around the world, however, suggests that it does. China's refusal to participate in the PCA's proceedings and apparent contempt for its conclusion show that Beijing realises just how important the law is. China rejected the decision not because it has concluded that international law does not matter; in fact, Beijing's rejection suggests quite the opposite.
